I've got to ask about notability here since no one actually competed for Haiti?

Responding to myself, WP:NOLYMPICS is vague on the topic "Nations participating at an individual Summer or Winter, Olympic or Paralympic Games are considered notable", likely because no one foresaw this exact situation.
