The section on Use of # has the sentence 'These URIs cannot by directly deferenced via HTTP so the protocol does not need to whole about the conflict.'
The clause 'the protocol does not need to whole about the conflict' is not grammatical English, and even if rewritten '... need to be whole ...' doesn't seem to make sense. I would be happy to correct this and a few other grammatical errors in this section if I understood what the sentence is meant to say.
