Not going to merge
[edit]It appears that the original deletion was posted by someone that was not really familiar with the topic, and proposed based on largely bookkeeping reasons - small article, source of the cites, etc. The first consensus was a clear keep, and a re-list was largely split between keep and merge.
I was able to trivially find multiple academic references, so it clearly passes NOTE and any other acronym you want to throw at it. I don't know if this is simply because the refs are new, but it seems not to be the case.
So the article stays.
