Coverage by international Russian (sputnik), UK, USA media, and Russian government officials is very extensive. People are presumed notable if they have received significant coverage in multiple published[4] secondary sources that are reliable, intellectually independent of each other,[5] and independent of the subject.[6] If this were some random shooting in Chicago covered only by local news, then it could be considered not notable, but the woman claimed to be an ISIS inspired terrorist, and that's not even mention extensive number of blogs who support the idea that she really was an ideological extremist unhappy about bombing of Syria by russia.
