What is this article about?

Is this about a jurisdiction (town)? in other words, is there a town named Gulab Bagh? If so, it probably needs a separate article. If this is about the Zoo and Garden (which is what the article sounds like), the infobox should be changed to infobox zoo or whatever botanical gardens use (sorry, not really my territory), not a jurisdiction infobox.
