[edit]I was the AfC reviewer for this article. It's not exactly a well-written article and is woefully undersourced. It needs attention from a subject matter expert and I don't understand enough about the subject to talk about it confidently. At the same time though, the academic paper cited in this article about guided image filtering has been cited by over 2000 other articles [1] and that's probably enough to say that the subject here is notable.
