to say that the naval base is a naval base would be false and misleading. It is a naval base, and also something that is not a naval base, namely a maximum security prison.[1] To say it is a naval base is to deny what every one knows to be true, ie is an incomplete description, hiding something that the government wishes remains unspoken. We know many sites were reviewed when looking for a place to stick the prison, and it was put in Cuba for two reasons: 1) it's close to the mainland so cheap to get to, and 2) thought to be beyond the reach of the Constitution. It was beyond reach for a few years, and still partly is. It was not selected because it is something that is necessary for a naval station to have or for a naval and coaling station to have. Yes this means that the prison is located there in violation of the lease agreement; that it is a unilateral material breach of the lease, but again this should not keep us from being straight forward abut saying what is the case.
