This article is written in Hong Kong English, which has its own spelling conventions (colour, realise, travelled) and some terms that are used in it may be different or absent from other varieties of English. According to the relevant style guide, this should not be changed without broad consensus.
The green paper was released July 2007 and open for comment until October 2007, but there is no information on the result of the paper. Were the suggestions taken? If so which ones? If not why not? From what little info I have found on other wiki pages, the reforms were put to a vote and rejected by pro-Democratic legislators because it was "too little, too late."
