Use of caps?

Is the "Greek Merchant Marine" a formal organization, which should be mentioned in all caps or is it a concept, describing the merchant marine of Greece? One also sees, "Greek merchant marine" in the top of the article. It appears to me that use of caps and lower case should be prevalent throughout, unless it is an organization with a headquarters and staff. HopsonRoad (talk) 13:03, 3 August 2019 (UTC)[reply]
