Meaningless time

"It has been in operation since at least 1987" ?= "since before 1987", if "at least 1987" then ?="some year numbered greater then 1987" the opposite. Surely an exact year for such a recent start can be found.--SilasW (talk) 16:31, 20 October 2008 (UTC)[reply]
