Waldo Silva

According to the "Manual del Senado 1810-1942", THE official list of the members of the Chilean Government, published by the Senate of Chile, at the start of the Chilean Civil War (January 1891), the president of the Senate is stated as Mr. Domingo Santa Maria, which of course is a mistake, since he was the president and died in office in 1889; his replacement is not stated. Since the congressional elections were months away, these took place nonetheless but in duplicate... on one hand sponsored by president José Manuel Balmaceda (March 29, 1891) and on the other by the Revolutionary Junta (October 18, 1891). The "Balmaceda Senate" elected as its president Mr. Adolfo Eastman, while the "Congressional Senate" elected as president Mr. Waldo Silva, who according to the records "continued in his position"... in other words, he already was the president of the senate and the new election confirmed this position. Since the congressional side eventually won, the "Balmaceda Senate" was not recognized as legitimate and only the "Congressional Senate" continued on time, hence validating Mr. Silva's position. Official list of the members of legislative (and executive branch) is: Anales de la República, by Luis Valencia Avaria, published in 1951, with agreement of the interior committe of Senate and the House of Deputies.
