What does the phrase "the civilian rank of captain" mean? --ForDorothy 01:01, 7 February 2007 (UTC)
- Probably means he ranked at an O-3 level (pay grade), equivalent to a Captain in the Army. T-bonham (talk) 18:48, 7 July 2009 (UTC)
