From A7: "This criterion applies only to articles about web content and to articles about people, organizations, and individual animals themselves, not to articles about their books, albums (these may be covered by CSD A9), software, or other creative works."
GEPIR is software, therefore this clause is not applicable. Even if this clause were applicable, however, this software is part of the backbone of every organization which engages in trade requiring a standardized barcode. A statement of relevance is not necessary because anyone who comprehends the content of the article will find the article's relevance self-evident.
