This article, and a number of related ones, e.g. Frogmore House, Frogmore Cottage, suggest that governorship rests with the Crown Estate. However, this ICO judgement, [1] suggests, at para.12, that the Crown Estate does not have responsibility for any of these properties. It’s rather opaque, but it seems to suggest that the Frogmore Estate is the personal property of the monarch, although standing within the Home Park, Windsor which does form part of the Crown Estate.
