Mild mannered?

This page claims Frank was "mild mannered" compared to his brother Al, the "negotiator." It also states that Frank "opted to use violence immediately," unleashed a "wave of terror" on the city, and assaulted voters with submachine guns. Please note the definition of "mild mannered:"
