I don't know why a different photo was claimed as a duplicate, but I cleaned up after you, linking it in wikimedia.Fleets (talk)
You've changed it so the caption only displays when you hover over it, instead of using the infobox caption feature. I don't understand the rationale for this. Mattlore (talk) 20:47, 29 October 2017 (UTC)[reply]

Don't really consider that an answer to the question, but I'll do you a favour and answer yours. The image did not have a caption. The image was clearly nominative, only Frank and no-one else. I cleaned up afterwards in linking the (non) duplicate photo, linking the now removed from wikipedia photo so that if and when the article increases a second photo can be added when it better justifies it.Fleets (talk) 19:33, 30 October 2017 (UTC)[reply]
