It has nothing to do with controversy, it has to do with notability. Without citations, we have no way of knowing if he is notable by Wikipedia standards. See WP:BIO for additional criteria about the notability of people. If he's covered in multiple third-party reliable sources, and these aren't just trivial mentions, then he should pass WP:BIO with no problem. The wiki process is slow, so no, the tag needs to stay until the issues described in the tag are resolved. If you make a good-faith effort to provide the citations, the tag should be able to be removed shortly after. You can always drop a note at the WikiProject Oregon talk page if no one has taken action after a day or two, but a few of us have this on our watchlists so it should happen sooner than that. Thanks!
