confusing explanation of flat-rate electricity

[edit]

Under Flat_rate#Electricity, the article states

A customer pays the same amount whether they use the electricity in bursts during mid-day, when demand and the utility's costs are highest, or if they spread it out over the entire day. However, if the customer uses a different amount of electricity, they are charged a higher or lower amount.

This is very confusing.

First, the customer "pays the same amount", then "if the customer uses a different amount". This leads to an implication that some customers may use the same amount of electricity, then they would just pay a "flat rate" This should be reworded to convey the intended meaning.
