Come up with an alternative definition that I could take to the planning commission meeting

I posted this definition of flashing sign in order to elicit any changes or rewrites anyone would like to make to it. Here's why:

This definition was given by a sign company that wants to erect a readerboard as part of a sign for a new gas station in order to try to avoid having to conform to the part of the city code that says that "signs which flash" or "have the appearance of movement" are prohibited. The city planning commission will be meeting on 11/16/05 "to make a determination regarding a code interpretation request ... for an interpretation of whether a changeable-copy message board sign should be considered a 'flashing sign' or a sign that has 'the appearance of movement.'"

I disagree with the company's definition and would greatly appreciate it if the Wikipedia community could come up with an alternative definition that I could take to the planning commission meeting.
