Notability

Walloon Brabant is a Province of Belgium, I'd be very surprised if it's flag wasn't notable. We have articles for all the Flags of the U.S. states, and I don't see how the flags of the first-level subdivisions of Belgium would be less notable then the first-level subdivisions of the US.
