I think what are now known as three different governments (1st Reform, WWI coalition, 2nd Reform) should be seen as one government, namely the Reform Government of New Zealand. Historians generally see them as one government (usually 'the Massey government', but never mind), and besides, it's not consistent to see the wartime coalition as a distinct government from the Reform govts on either side and the administrations from 1999 until now as one government. The depression coalition is probably a special case - it is usually regarded as a distinct government, and obviously was quite close, since it turned into the National Party. --Helenalex 22:25, 30 July 2007 (UTC)[reply]
