Sentence for which I need help in translation

For 22 February 1964: Scattano i nuovi provvedimenti del governo: viene disciplinata la vendita a rate e viene varata una riforma finanziaria per trattenere la fuga di capitali (tra le altre cose, il governo riduce al 5% la quota di possesso sui titoli nominativi e mantiene al 30% quella sui titoli anonimi).

I read this roughly as "New measures taken by the government: disciplined by the need to make payments on its debts, the government enacts a financial reform in order to restrain capital flight (among other things, the government reduced to 5% its share of registered securities and maintains possession of about 30% of its anonymous securities)." But that might be quite wrong; there is certainly much too much that I don't quite get with my meager foreigner's Italian, and I think I've made 8 or 10 outright guesses in that one sentence. In particular, I don't really understand the distinction between titoli nominativi and titoli anonimi; I got the tentative translations of those two phrases from Google.
