who is in charge of this fund? Comment
[edit]needs an infobox or something. I was wondering whether to believe the capitalization, ie is this a private enterprise with the *name* Federal? The "compulsory" part argues otherwise though. I have a allusion to a fund at Oleg_Deripaska#Activities, described as National Medicine Fund. I am *not* wikilinking as it's a vague match but might be a match depending on translators, or previous editors. Deripaska is either a philanthropist or an oligarch depending on which link you pick.
