indef blocked user Anwar Saadat

The person now editing from 14.96.*.* and 117.193.40.17/19 ip ranges is the indef blocked sock master Anwar Saadat/Shinas. He did the same edits in December 2010 [1][2] (the ANI report on blocking the openproxy he used to edit the article before is here). He is now back for more. User:Sodabottle is trying to own this article. He does not let anyone make any edit to this article and keeps weasel words. I tried to engage with him but he removes my discussion claiming I am a sockmaster.
