Non-notable official. The cited source - an agency he headed - has barely ten words to say about him, and three of those are his name. Searches of the usual Google types, EBSCO, HighBeam, InfoTrac, and ProQuest returned no matches for this Faiz/Fayaz Uddin Ahmed. No significant independent coverage in reliable sources, so does not meet WP:BASIC or WP:GNG.
