Updating Citation #1

140-3 has been signed
[edit]Mark Hanson of NIST reported to the CMUF working group (that I was present in) on April 23, 2019 that FIPS 140-3 had been signed. Release in the federal register should be imminent. The 2019 ICMC conference revealed the signing in a promotional email for the conference. Mark Hanson who was present at the meeting where 140-3 was signed indicated that the ICMC organizer was present, which is how they had the information. I imagine some changes will be in order for this page. David in oregon (talk) 19:41, 2 May 2019 (UTC)
