Application to contractors

I have heard reputable historians say that DDE's order applied to government contractors as well as federal employees, but I don't see that in this EO. Have I missed something or is there another EO that does that? Bmclaughlin9 (talk) 18:20, 22 December 2010 (UTC)[reply]
