Renaming and rededication

Hallo Fellows,

this article is more specific to ETCS than for ERTMS. In the history this two items were used synonymously. In meantime the technical part of ETCS and GSM-R is evolved and applied on some 1000 miles and some 1000 lokos. ERTMS is recognised (and defined) as an umbrella standard to join the tripod of ETCS (Train movement), GSM-R (communication layer) and the not so common known ETML (European Traffic Management Layer, payload management). In german wikipedia the article for ETCS is really long and somewhere not well sorted. So there is an effort to separate a common article for ETCS from specific national articles. Actually there is an separate article for the swiss implemantation. In the same manner this article could be renamed to "ETCS in Great Britain" and some content moved or copied to and from the common articles for "ETCS" and "ERTMS". With this clearification it should be easier for translators, drive-by journalists and politicians to sort terms and interrelations in actual meaning. The common article in english about ERTMS is mostly related to ETCS and should be cleaned up to serve as the junction.
