Allocation of resettlement farms to farmers

The allocation of farms to disadvantaged farmers is a good thing but giving a farmer land that they're not able to develop even just a bit within a period of 5 year's is a waste of land and denied opportunity to a farmer that is able to sustain thier selfs and add value and improvement to the farm.I think the government should change the number of years to 5 or 10 years for observation .If the farmer is & was able to add reasonable valued development to the land and him/herself than they should be granted the 99 years.
