Is this grammatically right?

I am not a Native English Speaker but this doesn't seem like a normal sentence.

The administration rewrote the EPA's pollution-control policies—including on chemicals known to be serious health risks

Shouldnt it be rather

"Known to cause serious health risks" or

"Known to be able to cause serious health risks" or

"Known to have the potential to cause serious health risks"


What's written currently sounds odd to me, therefore i asked here before changing it myself
