Navy just recently developed this warfare qual. Can't find much detail on it yet. It's for those that are in "the sandbox" for most of their tours (Master-at-Arms and others), from what I understand.

The warfare pin is for any enlisted member of Naval Expeditionary Combat Command (NECC) who completes the Personal Qualification Standard (PQS). While deployed to the "sandbox" does grant alot of the time and opportunities to complete the program, it isn't exclusive to those sailors.
