Confusing syntax

"...agency was required to have a license which would be denied or revoked *if set standards on no fee-charging, advertising, and information*." - the clause marked between asterisks makes no sense whatsoever. Inaccurate statement?

"The Conduct of Employment Agencies and Employment Businesses Regulations 2003[4] prohibit the charging of fees, except in a small number of mostly arts related professions (e.g. modelling). "

This makes is sound as though fees cannot be charged at all, however I believe that this ought to refer to the fact that fees cannot be charged to job seekers. — Preceding unsigned comment added by 90.222.10.151 (talk) 09:46, 10 February 2012 (UTC)[reply]
