rebellions faced hardship?

The sentence "Faced with insurmountable hardship, including starvation and famines that caused people to resort to cannibalism, agrarian rebellions became rampant late in his reign." is garbled. It simplifies down to "Faced with insurmountable hardship, agrarian rebellions became rampant."; i.e. it is saying that "rebellions faced hardship". I think it is trying to say that "people faced hardship, which led to rebellions", but it doesn't actually say that.

I would recommend that we change it to something more like "Insurmountable hardships, including starvation and famines that caused people to resort to cannibalism, led to agrarian rebellions becoming rampant late in his reign." so that it at least makes sense.
