Your Emergency Management Software is mis-leading due to the article is missing a required process to the market, specific to advanced emerging (never before seen) technology capabilities now required by Department of Homeland Security/FEMA….. this formal and official process to the state and local "end users" is vital in preventing just any IT product from being utilized.....
This process to the market is provided by FEMA's National Incident Management Systems - Supporting Technologies Evaluation Process (NIMS STEP); a 12 step process for IT vendor products.
There is a published FEMA NIMS STEP/P-TAC authorized vendor list which I can make available upon your request.
