I made copy edits and tried to clarify some points. I'm still unclear what his actual role is. His Azerbaijani title is İcra Hakimiyyətinin başçısı which Google Translate renders as "chief of executive power" and from its usage on Azerbaijani Wikipedia seems to be the chief executive of a raion. The info box renders his title as "mayor" which usually in English refers to a chief executive of cities, though from Saatli's website it appears the raion and city government may be the same. The article needs someone more familiar with Azerbaijani governance to confirm. The article also still reads a bit too much like a resume, so it could make sense to delete some parts of his career.
