Web databases seem to have got the release year wrong

Primary sources clearly prove the film was released before 1971:

Listed in the Republic of China Film Yearbook for 1968 [1], though the "snippet view" doesn't show enough context to know whether it was upcoming or already-released by then
Reviews from Singapore's Nanyang Siang Pau and mention of cinema screenings of the film there in January 1970 [2][3]

Reliable secondary sources list the release year as 1969:
