The article is in fact notable. WP:ATHLETE states "People who have competed at the fully professional level of a sport..."'Minor league baseball is in fact fully professional (see Professional#Sports and Professional baseball). He gets paid for playing baseball making it his profession. Furthermore, WP:WPBB/N states, "Minor league players, managers, coaches, executives, and umpires are not assumed to be inherently notable.
