American citizenship and effect on Nazi arrest

The page states "Despite his American citizenship" he was rounded up by the Nazis "in late 1942". Surely at that point in the war there was no "despite" about the situation because following Pearl Harbor (December 1941), Germany had declared war on the United States and therefore he was, in their legal viewpoint, citizen of not a neutral but a belligerent 'enemy' country? Americans living in Germany and on German occupied soil were liable to internment if civilians after the US ceased to be neutral.Cloptonson (talk) 21:42, 14 January 2018 (UTC)[reply]
