[edit]The rules for "Duck on a rock" are included in the 1912 edition of Boy Scout Handbook, the youth guidebook for Boy Scouts of America. Presumably it was present in the original 1910 edition as well. https://books.google.com/books?id=a7I2AAAAMAAJ&pg=PA304
Those rules originate from one of the progenitors of BSA, the Woodcraft League or Woodcraft Indians, which was founded by Ernest Thompson Seton, BSA's co-founder.
