The two definitions given in this articles differs quite a lot one from the other....

The link in the main article to http://www.worldwidewords.org/qa/qa-dry1.htm is quite helpful. It explains that an exhibition fire truck race would be "run" with empty or "dry" fire trucks, as opposed to a "wet run" with water in the tank.
