This article has problems, not least its apparent genesis in English as a computer translation from the Spanish article. It is currently unreferenced but the Spanish version, if not referenced per se, has a bibliography. He sounds like he may well have been remarkable - black senior officer and politician in the colonial/post colonial period? Not your run of the mill career path. There are ghits - try his name with "colonel" and you'll get them, some referencing books, e.g. this, pages 92, 96 and particularly 97. The name with "coronel" will give you more hits in Spanish.
