Economic aspects: confusing sentence
[edit]I couldn't understand the second sentence in the following, perhaps it could be rephrased (40% of the annual growth rate of WHAT quantity? spend on WHAT project or groups of projects? also "fixed 7 billion dollars" isn't the right verb phrase, it sounds like the article is saying that the dollars were broken and needed to be fixed, it probably means there is some sort of spending target)?:
"The cloud computing economy is growing rapidly. The US government decided to spend 40% of the annual growth rate CAGR and fixed 7 billion dollars by 2015.[65]"
