The titles from Healthcare in Europe/Health in Europe link here. Those templates are used on eg. Health care in Turkey, where pointing here does not make much sense. I think there should be an article for Healthcare in Europe that also addressed those states not in the EU. Unfortunately, I don't have the knowledge to create one.
