Has the structure been determined? Wiberg quotes a different structure from the one illustrated. ( by the way The illustration seems to show an unbalanced negative charge.) The bar over one of the chlorine atoms is a nonbonded pair of electrons (standard way of representing it in some non-US locales). I don't have access to the Wiberg ref at the moment.
