"The route was created by 1938"

Does this mean that there was nothing there before? No footpath, horse or wagon trail, auto route until 1938? Is the word "route" code for being formally "created"? (but the past history of the "route" is ignored? MathewTownsend (talk) 23:46, 27 July 2012 (UTC)[reply]
