Draft review

This draft is linked from both the Wikiproject Oregon and Wikiproject Politics talk pages. I saw one user already edited it to remove some whitespace- very much appreciated. A comment on the politics wikiproject talk page suggested fleshing out the cite tags, which I believe I've done now.
