I suggest the sentence read "As part of the development of TENEX, Murphy and Ray Tomlinson wrote an original e-mail program." .. or, it could say "the original e-mail program for TENEX."
Many people have written original e-mail programs. (Noel Morris and I wrote one for CTSS in 1965, see https://en.wikipedia.org/wiki/Tom_Van_Vleck for documentation.)
