Well-written:

Verifiable with no original research:

In the section, "Meteorological history", it states early on, "On February 23, Météo-France's office on the island of Réunion (MFR) started motioning a tropical depression to the northeast of Madagascar. that developed a closed circulation, which received a rating of T1.5 on the Dvorak Scale..." There are a couple of things I want to be sure about, before I conclude this review. In the first place, is "started motioning a tropical depression" correct, or is the word supposed to be "monitoring"? Secondly, the lower case "that", following "northeast of Madagascar." is obviously incorrect, but is it supposed to be the start of a new sentence, or should the period following "Madagascar" be changed to a comma?
