I don't believe that this should be deleted. You are wrong in your assertion that Congress funds hundreds of thousands of programs for $10 million. The Total Federal Budget is 2.662 Trillion for 2008 and Non-Defense Discretionary Funding is 375.9 Billion. If 100,000 programs were funded for $10 million, that would put the budget for these programs at $1 trillion.
- Apologies for imprecision. My point is that this is, so far as I can tell and the article presents, a non-notable federal program. We don't have a separate article for every $10 million dollar grant the DoE or NiH disburses, either. And, why did you leave Defense discretionary spending out of your estimate?
