Copy/paste of rewrite

On 2 Feb 2012, two versions of this article existed - one at "Council for Higher Education in Newark" [1] (which was tagged for 'close paraphrasing'), and a second - this one - developed via AFC at "Council for Higher Education in Newark, (CHEN)" [2].

I copied the latter over the former, with this edit, and redirected the latter to the former with this edit.
